Edward Ryan, CPA
Managing Partner
Ed Ryan leads our assurance practice and has extensive experience in working with a range of clients including start-up organizations and large publicly held corporations. Ed has managed and assisted in all aspects of IPO's and SEC filings, performed financial statement audits, financial statement compilations and reviews, and delivered accounting and assurance services to our clients in the technology, service and government contracting industries, serving as a key advisor to company executives.
Ed’s extensive industry knowledge allows him to provide proactive advice to client executives on key accounting issues they’re facing, including employee stock compensation, complex equity transactions, revenue recognition, financial statement presentation, SEC requirements and capitalized and internal use software issues.
Ed is an Ernst & Young and Grant Thornton alum and his strong work ethic, technical proficiency, and interpersonal skills contribute to his clients’ success.
David Sharkey, CPA
Dave Sharkey leads our tax services practice and has extensive experience in both public accounting and industry. Dave’s expertise lies in corporate formation, structuring business combinations, tax-efficient corporate expansion (multi-state and international) and research and experimentation tax credits. He leverages his technical tax background and corporate tax department leadership experience to develop strategic tax planning solutions for his clients. Dave’s industry expertise includes the telecommunications, software and technology, professional services and government contracting industries.
Dave is a PricewaterhouseCoopers alum and served as Director of Taxes at PSINet, Inc. and Astrolink International, LLC. He has been active in Virginia legislative matters, playing a lead role in an industry coalition seeking to expand sales and use tax and personal property tax incentives for Internet service providers and web hosting facilities. Dave has also served on the Tax Subcommittee of the Northern Virginia Technology Council and is actively involved with the Northern Virginia Society of CPA's.
Thomas M. Crutchfield, CPA
Tom Crutchfield leads our accounting outsourcing services practice with over 14 years of public accounting and diverse private industry experience. His primary area of expertise is accounting, audit and taxation for closely held companies and emerging businesses. He focuses on assisting his clients with financial reporting and assurance issues, as well as tax compliance and planning, internal audit services and employee benefit plan matters.
Tom is a KPMG Peat Marwick and Beers & Cutler alum and his industry expertise includes software and technology, professional services, non-profit and government contracting organizations.
Wally Owings
Wally is our Administrative Partner and is responsible for firm Human Resources, Finance and Administration. Wally brings over 20 years of executive experience, including diverse leadership roles in local government, not-for-profit and professional service organizations, to RSC helping position the firm for growth and continued quality and commitment to excellence with the clients it serves.
After serving as Assistant County Executive in Prince William County, Wally founded a regional printing and graphics firm and then later served as Executive Director of a large not-for-profit. More recently, Wally has served in business development positions with Grant Thornton and another large regional accounting firm.
Wally attended the University of Notre Dame where he played football and earned a B.A. in Political Science; he earned his Master’s in Public Administration at the University of South Carolina. Wally is active in community service and has served as a member of the Board of Directors of the Loudoun County Sanitation Authority and currently serves as President of the Committee for Dulles.

Marc A. Mantelli, CPA, CFP®
Marc is a tax director and the practice leader for individual tax planning and compliance. Marc also provides comprehensive financial planning to individuals as well as estate and trust tax services.
Previously, Marc was a senior manager for Deloitte & Touche LLP and served as the private client practice leader in the Greater Washington DC office. He has over twenty years of experience consulting with business owners, senior executives of publicly traded and private companies and other high net worth individuals regarding tax and other financial matters.
Marc earned his B.S. degree in accounting and management from Alfred University, Alfred, New York and has a graduate tax certificate from the State University of New York at Buffalo. He is a licensed Certified Public Accountant and a Certified Financial Planner designee. Marc is a member of the AICPA, the Virginia Society of CPAs and the Financial Planners Association.

Scott Carruthers, CIA, CISA
Scott Carruthers is our Assurance Director and leads our
internal audit consulting practice with 13 years of experience in
industry. Through his years in industry, Scott gained extensive
auditing and financial leadership experience while managing
various projects and processes. Scott’s internal audit
experience provided him with significant knowledge with regard to meeting the compliance requirements for Sarbanes-Oxley. His experience allows him to provide proactive consulting to his clients with regard to project scoping and planning; development of adequate process documentation; identification of key controls over financial reporting; assessment of key controls relative to control design and operating effectiveness; control deficiency ratings, tracking, and remediation; operational process improvements; and certification processes.
While working in industry, Scott also gained extensive experience with financial modeling, budgeting and forecasting, and executive decision support. Prior to joining Ryan, Sharkey & Crutchfield, LLP, Scott was a senior manager in Sprint-Nextel’s internal audit organization, where he obtained the Certified Internal Auditor designation. Scott attended the University of Florida, where he earned a B.S. in Finance; he earned his M.B.A. at Rockhurst University.
